Proposal of SAPI about the application of the Social Assistance Act

STATEMENT OF SOCIAL ACTIVITIES AND PRACTICES INSTITUTE

Subject: Proposal of the social services providers on the territory of Sofia Municipality about the application of the Social Assistance Act and the Rules for the implementation of the Social Assistance Act

By supporting the introduction of multi-disciplinary and interinstitutional approach and case work in social work with all those in need of social support, the team of SAPI believe that:

1. Methodology of individualized assessment, as we depend on the theoretical concept of helping and it is the responsibility of the provider of social services.

 

1.1. The introduction ot mandatory framework / questionnaire should be based on an approach based on the evidence of the reliability of this tool after serious professional discussion. Next step should be preparing specialists who will develop it.

1.2. The content of the study for an assessment depends mainly on the customer's request, direct or stated by closer person, or institution. In fact the mandatory introduction of areas for exploration and evaluation eliminates the opportunities for individual approach.

1.3.  We offer the assessment framework and methodology for its preparation to be discussed professionally with the participation of national experts [1] of the academic community and so on. We propose the mandatory reguirments to be concern with the structure of the conclusion / evaluation, and not the ways of its preparation.

2. The mechanism of preparing this assessment lies high risk of discrediting its meaning and purpose.

2.1. The introduction of case work and planning of the comprehensive support requires interinstitutional approach.

2.2. The creating of a multidisciplinary team is the responsibility of CPD.

2.3. The inclusion of additional participants in the assessment should be financed independently, so as to reduce the risk of abuse with the specialists.

2.4. In preparing the assessment and plan, as doing the reviews, the man and it’s relatives should be the active side with whom the multidisciplinary team to discuss and negotiate.

In cases of disagreement with the assessment of the multidisciplinary team the clear rules are needed. The interaction could creates a risk of a breach of the human rights, so that they are not included in the introduced requirements and guidelines.
